The Ural region has been known for its industrial force since the time of Peter the Great. Thanks to the number of mines and factories which were founded at the first half of the eighteenth century all over the region industrial towns appeared around them and are still developing. The historical industrial buildings primarily, based on hydraulic energy systems which used to be the functional and structural urban cores, have now lost their key role in the towns. Many of these industrial buildings have been abandoned and forgotten due to their functional obsolescence caused by a decrease in industrial activity or its displacement to the newer sites. As a consequence the architectural environment of these small industrial towns has lost its semantic continuity and spatial wholeness, quickly becoming faceless and fragmentary. Today the architectural context of such towns is damaged due to the lack of social awareness of the significance of the industrial heritage in its semantic and spatial structure. This thesis is aimed at discovering the values of the industrial heritage of one of the Uralsâ€™ typical small town Polevskoy with manifests it self through the architecture and the urban history in order to offer a way of effectively rehabilitating and enhancing its environment. The elaboration of this new vision of industrial heritage as the main potential for the innovative urban development is based on the studies of technological evolution, and the history of the architectural context of the industrial sites in Polevskoy. Since the thesis is being written abroad under the guidance of experts in history, architecture and heritage management, the innovative practices of European approaches to the preservation and valuation of industrial heritage are being explored and made use of.
